Straipsnyje trumpai supažindinama su patentų sistemos ištakomis pasaulyje, patentinės informacijos
apibrėžimu ir svarba. Pristatomas Lietuvos technikos bibliotekos Patentinės informacijos centras
(PIC) ir jo paslaugos visuomenei, kurias galima išskirti į kelias grupes: dokumentų skolinimas, informacijos
paieška ir stebėsena, konsultavimas, leidyba. Aptariama Lietuvos patentinės informacijos centrų tinklo
struktūra, pasaulio patentinės informacijos sistemos ateities perspektyvos, svarstoma, kokie galėtų būti šio
ir kitų šalies patentinės informacijos centrų vystymosi keliai bei teikiamų paslaugų spektras, kad geriausiai
atitiktų pramonės ir mokslo lūkesčius, tuo pačiu prisidedant prie technologijų inovacijų lygio kėlimo šalyje.
The present article, which has been prepared on the basis of a presentation made in a conference called
“Scientific Library under Conditions of Cultural Change and Technology Innovation” in May 2012 in
Vilnius, gives a concise introduction to the origin of patent system, patent information definition and its
importance. There are many reasons to use patent information, e. g. when there is a need to know what is
invented; to monitor and know who does what; when willing to avoid infringing upon the rights to technology
owned by others, etc. The article introduces the Patent Information Centre (PIC) established in
Lithuanian Technical Library in 1999 and its services to the society. The services can be divided into several
groups: provision of documentation, information search and monitoring, consultation and publishing. To
fulfill the needs of the society there is a public reading room, descriptions of the inventions are provided
and copies of the documents are delivered on request. For various user groups patent information search
and monitoring services are offered. Visitors of PIC are consulted on matters such as search of information,
patenting of inventions and intellectual property management. The Patent Information Centre publishes
and distributes a publication called “Protection of Industrial Property” as well as other information and
bibliographic publications. The network of Lithuanian patent information centres is composed of the State
Patent Bureau, the Lithuanian Technical Library and its branches in the Kaunas, Klaipėda and Panevėžys.
In turn, these centres are part of the European PATLIB network. The European Patent Office, the main
patent policy maker in Europe, in the recent years announced its guidelines concerning a reformulation of
patent information policy and a reorientation of PATLIB centres. In order to successfully operate in the
future, PATLIB centres have to create more value-added services and relevant services that would stand out
in quality and the provision of knowledge concerning industrial property rights usage.
